New Regulations on Vietnam Immigration Fees and Charges

This Circular sets out the fee and charge payers, the fee- and charge-collecting authorities, and the rates, collection, and payment regime for fees and charges in the field of exit, entry, transit, and residence in Vietnam. These include passport, laissez-passer, exit permit, and “AB” stamp issuance charges, as well as visa fees and fees for other documents valid for exit, entry, and residence for foreigners.

The fees and charges applicable in the field of exit, entry, transit, and residence in Vietnam are prescribed as follows:

Charges for the Issuance of Passports, Laissez-Passers, Exit Permits, and “AB” Stamps

In which:

- ABTC card means the APEC Business Travel Card.

- “AB” stamp means a type of visa exemption document for holders of ordinary passports traveling abroad on official duty.

Cases Exempt from Fees and Charges

According to the Circular, the following cases are exempt from fees:

- Guests invited by the Party, the State, the Government, the National Assembly, or by leaders of the Party, the State, the Government, or the National Assembly in a personal capacity, including their spouses and children.

- Officials and employees of foreign diplomatic missions, foreign consular offices, and representative offices of international organizations in Vietnam, and their family members (spouses and children under 18 years of age), regardless of passport type, provided that they are not Vietnamese citizens and do not permanently reside in Vietnam, on the basis of reciprocity.

- Cases exempt from fees under international treaties to which Vietnam is a signatory or a party, or on the basis of reciprocity.

- Foreigners entering Vietnam to carry out relief work or provide humanitarian assistance to Vietnamese organizations or individuals.

- Issuance of visas and temporary stay arrangements for departure for foreigners in Vietnam who have violated the law and have been handled under the law but do not have the financial means, and whose diplomatic missions do not cover the costs, or where their country has no diplomatic mission in Vietnam.

The determination of whether a foreigner in Vietnam who has violated the law and has been handled under the law falls under the fee exemption in this case shall be considered and decided by the fee-collecting authority on a case-by-case basis, and such authority shall bear responsibility in accordance with the law.

- Issuance of special visa exemption cards to foreigners in accordance with the law on time-limited visa exemption for foreigners in special preferential categories serving socio-economic development.

- Cases justified by reasons of security, foreign affairs, international integration, or special necessity, but not falling under the cases specified in Points a, b, and c above.

The following cases are exempt from passport issuance charges:

- Vietnamese citizens residing abroad who have a written deportation decision issued by the competent authority of the host country but do not have passports.

- Vietnamese citizens residing abroad who are required to return to Vietnam under an international treaty or international agreement on the readmission of citizens but do not have passports, and other cases for humanitarian reasons.

The Circular clearly states that the head of the fee-collecting authority shall decide on the application of fee exemptions in cases based on reciprocity as provided in Points b and c above, and in the cases provided in Point g above.

The fee- and charge-collecting authority must stamp “Miễn thu phí” except for the case of issuance of special visa exemption cards specified above, or “Miễn thu lệ phí” (GRATIS) on the issued documents for cases eligible for fee or charge exemption as prescribed.

This Circular takes effect from April 1, 2026.
