Proposal to Grant Visa Exemptions and Apply Preferential Entry Visa Policies for Foreign Investors

Specifically, Section 5 of Resolution No. 124/NQ-CP (2025) sets out requirements to accelerate the development of processing and manufacturing industries, supporting industries, and tourism services; to promote sustainable, high value-added agricultural production; and to firmly ensure energy security and national food security. The key tasks are as follows:

Assigned tasks for ministries, agencies, and local authorities

Ministries, agencies, and local authorities, within their assigned functions, duties, and authority, are required to:

  • Focus on resolving bottlenecks and obstacles affecting projects in the industrial and energy sectors; promote the development of manufacturing industries for equipment and materials serving the renewable energy sector, including solar power and offshore wind power; and advance the localization of the railway industry to support the implementation of nationally important railway projects.
  • Accelerate the restructuring of the agricultural sector; develop large-scale commodity agriculture in a circular, efficient, and sustainable manner; integrate multi-value agricultural production; apply high technology; ensure national food security and environmental protection; fully leverage the potential and comparative advantages of each region and locality; prioritize the development of raw material zones; and build national brands for key agricultural products.

Responsibilities of the Ministry of Industry and Trade

The Ministry of Industry and Trade shall take the lead, in coordination with relevant agencies and local authorities, to:

  • Effectively implement the adjusted Power Development Plan VIII in accordance with Decision No. 768/QĐ-TTg dated 15 April 2025, and urgently issue the implementation plan within May 2025. Strengthen inspection and supervision of power system operations; accelerate the implementation of power generation and transmission projects; and proactively prepare electricity supply and regulation plans to ensure sufficient power generation during peak months in 2025.
  • Study and propose solutions to enhance the operational efficiency and competitiveness of industrial manufacturing enterprises; develop mechanisms and specific roadmaps to increase the number of manufacturing enterprises, with particular priority given to the development of supporting industries; and formulate and submit to the Prime Minister a Supporting Industry Development Scheme in the second quarter of 2025.

Responsibilities of the Ministry of Agriculture and Environment

The Ministry of Agriculture and Environment shall take the lead, in coordination with relevant agencies and local authorities, to proactively analyze and forecast domestic and export market demand in order to guide production planning and ensure supply. The Ministry shall also coordinate with the Ministry of Industry and Trade and local authorities to implement measures to promote the consumption and export of agricultural products.

Responsibilities of the Ministry of Culture, Sports and Tourism

The Ministry of Culture, Sports and Tourism shall take the lead, in coordination with relevant agencies and local authorities, to focus on implementing the 2025 Summer Tourism Stimulus Program; intensify tourism promotion and marketing activities; and achieve the targets of welcoming 22–23 million international visitors and serving 130 million domestic tourist visits in 2025.

Proposal on visa exemptions and preferential visa policies

The Ministry of Foreign Affairs and the Ministry of Public Security, within their assigned functions and responsibilities, shall take the lead, in coordination with relevant agencies, to urgently propose visa exemption measures and preferential entry visa policies for certain countries and target groups. These include foreign investors, experts, scientists, artists, renowned sports figures, guests invited by leaders of central and local authorities and major enterprises, and foreign nationals entering Vietnam for medical treatment.

At the same time, these ministries shall implement reforms of visa approval and entry–exit procedures for international visitors in accordance with the directives of the Prime Minister, and submit proposals to the Government before 20 May 2025. In cases exceeding their authority, they shall report to the competent authorities for consideration and decision.
