Vietnam Immigration Department Launches Pre-arrival Information (PAI) System
Effective April 15, 2026, the Vietnam Immigration Department (Ministry of Public Security) has launched a pilot program for the Pre-Arrival Information (PAI) System for foreign nationals at Tan Son Nhat International Airport. Following the pilot phase, the PAI System will be implemented at all international gateways nationwide.
1. Purpose and Benefits
The PAI System is an online utility that allows international passengers to submit essential travel details before arriving in Vietnam. By providing this information in advance, immigration authorities can process arrivals more efficiently, significantly reducing wait times and queuing at checkpoints.
This initiative marks a milestone in digitalizing arrival procedures, aligning with global trends in digital aviation and smart tourism. It reflects the department’s commitment to administrative reform and enhancing the service quality for foreign visitors.
- For Passengers: Saves time upon arrival, minimizes procedural issues, and reduces congestion during peak hours. Declarations can be made via any internet-connected device within 03 days prior to arrival.
- For Industry Partners: Airlines and travel agencies can provide better support to their clients by encouraging early PAI registration, leading to a smoother travel experience.
2. How to Complete Your Declaration

- Access the Portal: Visit https://prearrival.immigration.gov.vn or scan the official QR code.
- Select Language: Choose your preferred language (English, Vietnamese, Chinese, French, etc.).
- Submit Details: Select "Create and Submit Declaration." Enter the CAPTCHA and provide your personal, visa, and flight information as prompted.
- Receive QR Code: Upon completion, the system will generate a QR Code. Save this code to your mobile device or print it to present at the immigration counter.
3. Preliminary Success
During the initial 15-day pilot phase (April 15 – April 30, 2026), the system recorded over 161,500 declarations, with a high participation rate of approximately 70% among foreign arrivals. This positive response highlights the convenience of the digital platform.
The Vietnam Immigration Department is currently refining the system based on user feedback to ensure the interface is as user-friendly as possible before expanding the service to other international airports and land borders.
Immigration officers at Tan Son Nhat International Airport are available to assist passengers with the PAI System process.
